Qualification “Qualified Operator LCV/HDV/Fitter”
Order of 3rd of November 2023 on the initial conformity check provided for in Article R.321-15 of the Road Traffic Regulation.
The qualification of Coach Builders and fitters makes it possible to simplify the approval of vehicles, by means of initial and periodic audits.
Thus, a company qualified by UTAC can:
- Directly certify the conformity of vehicles by issuing the initial conformity control report for a new vehicle, to register vehicles.
The main objective of this qualification issued by UTAC is to reinforce the performance of bodywork professionals as well as the quality of new vehicles with bodywork or fitted out that are put on the market.
This qualification is issued to a company following an on-site audit.
Fitter qualification "school vehicle"
Order of 27th of June 2017 related to the reversible adaptation of vehicles intended for teaching or learning to drive.
The objective of the UTAC “school vehicle” fitting qualification is to simplify the administrative procedures implemented by validating the transformations carried out on vehicles within a regulatory framework adapted to the Community obligation.
This qualification enables fitters to:
- Install or remove equipment on private vehicles (M1)
- Certify the conformity of the vehicles they convert and to be able to modify the characteristics of the registration certificates.
This qualification is issued to a company following an on-site audit.
Note: To obtain the “school vehicle” mention on the registration certificate of a used vehicle, the owner of a light vehicle fitted out for driving lessons must provide a certificate of reversible adaptation issued by a qualified fitter.
Fitter qualification "PV DERIV"
Order of 07th of November 2014 relating to the reversible adaptation of certain types of vehicles as standard.
The UTAC qualification allows vehicle fitters:
- To install or remove equipment on private vehicles (M1)
- To certify the conformity of the vehicles they convert and to be able to modify the characteristics of the registration certificates.
This qualification is issued to a company following an on-site audit.
UTAC makes the information from the manufacturers’ declarations (or their designated developers) available only to qualified fitters, so that they can:
Ensure that the operation is authorised (existence of the declaration) carry out the operation in accordance with any special safety requirements defined by the manufacturer.
Qualification "Installer/Verifier of Alcohol Ignition Interlock Devices in Public Transport (TCP) and LOPSSI II"
ORDER OF 05th OF AUGUST 2010 amending the order of 02 July 1982 on public transport of persons.
ORDER OF 13th OF OCTOBER 2009 amending the order of 02 July 1982 on public transport of persons.
ORDER OF 13th OF JULY 2012 setting the rules applicable to the national approval of electronic alcohol ignition interlock devices and their installation conditions in motor vehicles.
All coaches used for public transport of persons put into circulation for the first time from 1 January 2010 must be equipped with an alcohol ignition interlock device. The order of 5 August 2010 amends the order of 2 July 1982 and sets out the requirements for the periodic verification of alcohol ignition interlock devices and the qualification of verifiers.
The LOPPIS 2 (Orientation and Programming Law for the Performance of Road Safety) provides for the installation of an alcohol ignition interlock device on the vehicle of the perpetrator of a drink-driving offence at his own expense (art. 41-2 of the Code of Criminal Procedure). Thus, the offender must have his vehicle fitted with a device, at his own expense and by an approved professional.
These approved professionals are qualified by UTAC to install and/or check alcohol ignition interlock devices in public transport vehicles or private vehicles.
The qualification of the approved company is based on a file examination followed by an on-site audit.
